The Armed Services Committee is treating quantum sensing as more than an administration priority, it's putting the Pentagon's sensor push into statute. The National Quantum Readiness Act, introduced July 28 by cybersecurity subcommittee chair Mike Rounds and senior member Richard Blumenthal, doesn't appropriate new money or create a new program. What it does is harder to undo: it writes two sections of Trump's June 22 quantum executive order into law.

The most concrete directive is the 60-day clock for DoD to name at least three next-generation quantum sensor projects, with fielding targeted by September 30, 2028. That deadline originated in the EO, but an EO deadline is a request dressed as a command, the next administration can ignore it. A statutory deadline carries different weight, and the Armed Services Committee will expect briefings.

The bill also tasks DoD, Commerce, Energy, and the National Science Foundation with producing, within 120 days, a plan to partner with the private sector on domestic quantum-enabling component technologies. The text specifically mentions prize challenges and advance market commitments, tools borrowed from the pandemic playbook that signal Congress wants procurement innovation, not just another R&D line item. A further 180-day provision directs DoD to expand access to its quantum information science foundry resources and strengthen supply-chain access.

An October 2025 CSIS report called quantum sensing "primed for a breakout that will radically change both conventional and nuclear warfare" and urged DoD to "establish clear ownership" of the technology's development. This bill doesn't settle the ownership question, but it does settle the durability question.

The quantum sensor bill arrives alongside a separate, parallel effort: Trump's same-day PQC executive order and the Pentagon's own post-quantum cryptography strategy, which targets quantum-resistant cryptography on high-impact systems by 2030. Where the PQC work is about defending against a cryptanalytic threat that hasn't fully arrived, quantum sensing is about offensive capability, navigation without GPS, detection without active emissions. Both tracks are now moving from administration priorities toward statutory footing, and that's the pattern worth watching.
