DOJ’s Civil Cyber-Fraud Initiative is giving that same fact pattern a fraud label when the government paid on a contract tied to representations of compliance.
The unresolved fact is the operational one. The public summary does not say LOGZONE’s failure led to an actual compromise of Navy data. If DOJ’s theory rests on the compliance representation itself, the message to primes and their lawyers is sharper: the false claim can be the bill submitted while the DFARS control story is untrue, even before anyone proves the adversary got in.
