CISA logging reference architecture triggers 90-day agency plan deadline
CISA's outcome-based framework is the right diagnosis, but agencies aren't being asked to start over, the 90-day plans will reveal whether the shift is operational or rhetorical.

The May OMB memo rescinded it, and now CISA's reference architecture says what the old regime's output should have been doing all along: enabling detection and response, not just ticking boxes.
The architecture itself is thorough: 80 pages covering architectural principles, operational checklists, baseline logging fidelity, and even AI integration governance. Sections 6-10 address sustainable maturation, infrastructure protection, baseline coverage, and interoperability, with a planning template included to streamline submissions. It's a serious document.
But the operational escape hatch matters. CISA's instruction to "evaluate existing capabilities" means agencies that built competent logging under the 2021 memo may find the planning exercise modest. The 90-day clock is real, with plans due roughly mid-November, but the scope of genuinely new work is agency-specific and likely narrow for those that took the prior directive seriously.
CISA acting cyber chief Chris Butera called the architecture a move away from "fragmented practices" toward "mature enterprise capability." That's the right ambition. Whether the Agency Logging Plans reflect it or just repackage existing work is what the November deadline will surface.
